"I saw the swearing-in ceremony of Eknath Shinde and Devendra Fadnavis on television. He (the governor) fed them 'pedha' (sweet) and greeted them with a bouquet. It seems there are some qualitative changes in him," NCP chief Sharad Pawar said.
